Accessibility Statement

RTOpacks · Effective date: 19 March 2026 · Operated by United Central Colleges of Australia Pty Ltd

Our commitment

RTOpacks is committed to making its platform accessible to all users, including people with disability. We aim to meet the requirements of the Disability Discrimination Act 1992 (Cth) and to align with the Web Content Accessibility Guidelines (WCAG) 2.1 at Level AA as published by the World Wide Web Consortium (W3C).

Current conformance status

RTOpacks is currently in active development. We are working toward WCAG 2.1 AA conformance and consider accessibility a core design requirement, not a retrofit.

Known areas of active work:

  • Keyboard navigation coverage across all interactive components
  • Screen reader compatibility for data-rich panels (Recon Panel, qualification detail views)
  • Colour contrast compliance across all text and UI elements
  • Focus indicator visibility throughout the application

What we've done

  • Semantic HTML structure throughout the platform
  • ARIA labels on interactive elements where native semantics are insufficient
  • Responsive layout supporting zoom up to 400% without horizontal scrolling
  • No content that flashes more than three times per second
  • Alt text on all meaningful images

Known limitations

The following limitations are currently identified and under active remediation:

Area Issue Status
Recon Panel data visualisations Chart elements may not be fully navigable by keyboard or screen reader In progress
Complex data tables Some tables lack full row/column header associations In progress
PDF exports (if applicable) PDF documents may not be tagged for accessibility Planned

We do not consider these limitations acceptable long-term and are prioritising their resolution.

Assistive technology compatibility

RTOpacks is designed to be compatible with:

  • Screen readers (NVDA, JAWS, VoiceOver, TalkBack)
  • Keyboard-only navigation
  • High contrast display modes
  • Browser zoom and text scaling

Technical approach

RTOpacks is built using modern web technologies. Accessibility is implemented using:

  • WAI-ARIA 1.2 roles, states, and properties where applicable
  • HTML5 semantic elements
  • CSS that does not override user-defined font sizes or contrast settings where possible
  • Progressive enhancement to ensure core functionality is available without JavaScript

Review

This statement is reviewed periodically. The date of last review is shown above. As the platform develops, this statement will be updated to reflect current conformance status.
